Today, the active introduction of digital technologies largely determines the progressive development of each state, and, perhaps, the world as a whole. Artificial intelligence, robotics, “Internet of Things” are becoming the basis for economic growth, and digital platforms, electronic document management radically increase the openness and efficiency of government bodies, companies, businesses, social and educational institutions. We are well aware that digitalization is a serious resource for national development, for real improving the quality of life of people, and in recent years we have done a lot to introduce new technologies and programs, for the active and equal integration of our country into the global information space. In our country, the program “Digital Economy of the Russian Federation” is being implemented. Its goal is to make the economy, public administration, and the social sphere more efficient and more competitive, to stimulate demand for innovative ideas and promising scientific research. Among the priorities of the program is the creation of flexible legal regulation. It should fully take into account the specifics of the industry, not slow down, but keep up with the breakthrough development of digital technologies and reliably protect economic freedoms, property, security, privacy and personal space of citizens. The most important direction is the creation of a modern information infrastructure, which will allow to quickly and safely transfer, process and store larger amounts of data by several orders of magnitude than now, that is, to meet not only today’s realities, but also the requirements of tomorrow. Another priority of the program is the development of research and development in the field of end-to-end digital technologies. They will be conducted in close cooperation with the business and scientific community. This will allow us to promote domestic technologies and, on their basis, create demanded, competitive digital products. And of course, the key task is the training of professional personnel, the formation of competencies that will allow for further large-scale transformations in the digital economy.
