We often hear: “the fourth industrial revolution”, “information society” and “knowledge society”, “digitalization” and “digital economy”, “Internet of things” and “Internet of values”, “digital ecosystem”, “robotics” and “Artificial intelligence”, and many other “modern” words, but we do not always understand what it is, sometimes associating them with themes and characters from feature films or science fiction novels. And even if these words are still heard, it is not at all possible for the general public to understand the intricacies of decrees, government programs, sectoral strategies and standards for “digitalization”. Thus, for various reasons, we cannot understand the essence of modern digitalization processes taking place not only in the world, but also within our state, our society, striving to achieve the perfection of global “digitalization” by leaps and bounds on the impassability of modern realities.
This work is based on my first book, My Digital Reality, written in 2019. However, to write this book, it took me over thirty years of work in the development and implementation of projects in the field of information technology and information security.
This book is a fresh look at the current situation in the direction of global digitalization. It is designed to highlight the topical issues of the fourth industrial revolution and the application of its advanced technologies in our daily life and in the development of public administration. The book Digital Transformation also includes a detailed analysis of some of the industry strategies and regulatory frameworks for the digital economy.
The book is written in such a way as to convey to you the feelings about the modern processes taking place in our state related to the formation of the “digital economy” and the development of the “information society of the future”, as well as the changes that are taking place in the widespread “digitalization” and the use of technologies of the fourth industrial revolutions, such as: robotics, artificial intelligence, Internet of things and values, augmented and virtual reality, industry digital ecosystems and platforms, nano-, bio- , neuro- and quantum technologies, and many others in such sectors of the Russian economy as electronic industry, agriculture, healthcare, rocket and space industry, ombudsman institute and many others.
These feelings are based not only on my personal experience in the subject area and a large number of implemented IT and business projects, but also on the analysis of the regulatory framework governing the processes of automation, informatization, digitalization, as well as on examples of the use of advanced information technologies in ours. Everyday life.
We will stop in detail and analyze such documents as:
- 1999 Concept of the Information Society Formation in Russia.
- The strategy for the development of the information society in the Russian Federation in 2008.
- Strategies for the development of the information society in the Russian Federation for 2017-2030.
- Okinawa Charter for the Global Information Society.
- State Program “Digital Economy of the Russian Federation”.
- National program “Digital Economy of the Russian Federation”.
- Analytical report of the World Bank “Competition in the digital age: Strategic challenges for the Russian Federation”, and others.
Among other things, for a better understanding of the essence of the ongoing processes, we will focus on a detailed analysis of the Strategy for the development of healthcare in the Russian Federation for the period up to 2025, the Strategy for the development of the electronic industry in Russia for the period until 2025 and the Strategy until 2030, the Strategy for the development of information technologies of the State Corporation Roscosmos at period until 2025 with a perspective until 2030, we will consider the approach to creating a digital regional management center (SDG), the Concept of digital transformation of the Institute of the Commissioner for Human Rights, as well as the National Strategy for the Development of Artificial Intelligence for the Period until 2030.
Most of the topics covered in this book are presented here due to the fact that in recent years I have often had to discuss them with a variety of people: from the Presidents and Heads of Republics and States, representatives of the legislative and executive authorities, public organizations, representatives of Russian and foreign business , customers at work, students and even schoolchildren, for whom I have been conducting free seminars on new information technologies for several years at such an event as the All-Russian youth educational gathering of military-sports organizations and cadet corps “The Union – Heirs of Victory”.
Also presented in this book were topics I covered extensively at the TEDx ForestersPark and charity IT conference CISummIT « the Digital Hearts » in 2019 – 202 1 , respectively, which was held with the support of Constantine Knightley Fund.
Already, having a number of reviews from readers, I want to say that the topic of digital transformation can be viewed from different angles.

To be, as they say, in the “trend”, I recently attended a course “New Technologies for Business Leaders” in Rutgers th University e. We have the University of little known to a wider audience. However, Rutgers – The State University of New Jersey , founded in 1766, is the 8th oldest university in the country and one of 9 colonial colleges established before the United States gained independence. And this university has a fairly strong team of scientists and teachers in the field of “digital transformation”.
Interestingly, this course introduces digital transformation through the lens of the technology of the fourth industrial revolution.
Returning to the readers’ reviews, I want to note that at the moment it remains very important for me to tell a wide range of readers about “digitalization” and digital “transformation” in the simplest possible way , as well as show you the process of your own transformation through the transition from emotions and inner worldview to understanding the essence of technologies and the prospects for their use in modern society, both here and around the world in the era of the fourth industrial revolution.
I am sure the reader will also be interested in the topic of “artificial intelligence”.
In this book, I look at it more in terms of philosophy, technique and ethics. If I may say so, at the junction of these disciplines. And it is from this point of view that the topic of artificial intelligence is very interesting. It is in this context that the most exciting science fiction films are now being shot and the most incredible projects are being invented.
Not so long ago I was invited to create and develop the Center for the Development and Implementation of Strong and Applied Artificial Intelligence at the Moscow State Technical University. N.E. Bauman . And this is an honor for me, as a scientist, an information systems specialist and a person who has implemented many IT projects.
This book was not without riddles and mysticism 🙂
It formulates interesting questions and gives no less interesting answers to them. The book also has an answer to a very interesting and one might even say a mysterious question, which you can only formulate after reading this book to the end. You will be surprised by the question itself and, most importantly, by the seemingly answer, which is printed in open text. As a result, the information that is available to you today will appear before you in a new light and, one might say, will slightly open the veil of “digital” secrets of this world.
In addition, this book is filled with quotations from the Bible. To some, this may even seem overkill, but I really wanted to draw a parallel between the present reality and the thousand-year wisdom of the past, showing that everything around us has a deeper meaning than simple “digital” being. Each of us has a part of a dreamer, a dreamer and a bit of a mythological worldview. As John of Kronstadt said: “If any thought is life for the heart, then it is the truth.”
I would be glad if you treat the topics discussed in this book with humor and a certain amount of irony. After all, this is just my view and feelings on the events and processes taking place now in such an amazing period of time – in the era of the fourth industrial revolution, in which our world is changing literally before our eyes. The time is not far off when artificial intelligence and robots will be as commonplace for us as the voice of a TV announcer and a coffee maker.
This book was written primarily in order to become your guide on the way to form your own understanding of the essence , opinion and scale of events taking place in our society and state at the moment – during the period of “digital transformation”.
