In the coming decades, the technologies of the fourth industrial revolution will radically change the way we perceive the world around us. They will change the approaches to processing and analyzing information, change the way people interact, change the processes of production of products and services, and, ultimately, form new value systems in our country. We can say that right now the so-called “critical mass” of knowledge and technologies is being formed, which will “explode” the world of technology and science, and change our life with you.

In an effort to use all the newest, you and I must be aware that systems created on the basis of new technologies should first of all serve the interests of humanity, should give people more opportunities, more prospects, freedom and control over their own lives. And this is very important, because a person, sooner or later, will assign responsibility for managing and ensuring his life to the “product” of his creativity, namely robots and artificial intelligence. And even if you look more broadly, at a number of robotic and automated systems controlled and serviced by hundreds of artificial intelligences, not people.

The fourth industrial revolution is capable of giving rise to any form of socio-economic and cultural systems. And I would not like to share the opinion of Elon Musk that: “Artificial Intelligence will sooner or later finish us all off” or the opinion of British physicist Stephen Hawking about the superiority of artificial intelligence over humanity. I rather share the view of our future proposed by Klaus Martin Schwab in his books.

I would like to believe that you and I will be able to create such systems that will make our society more humane, prosperous and allow us to increase our life expectancy, open up new opportunities for useful and interesting activities in a harmoniously developing and sustainable environment.

It is important to understand that the formation of a model of our future with you and the system of life of our society, based on the use of technologies of the fourth industrial revolution, has not yet been implemented by anyone.

And, therefore, the question is how our life will change with you at the moment when the technologies of the fourth industrial revolution start working in full force, what place we will occupy in this world, and most importantly – what role will be assigned to high technologies and results based on these technologies – depends exclusively on you and me!

If this book came out thirty years ago, it could be safely attributed to the genre of science fiction. But today the questions, ideas, analytical material and conclusions in this book are not only science – they are our reality.

The book is divided into two parts.

In the first part, I reveal the essence of the fourth industrial revolution and the processes taking place in it of the widespread use of its technologies in all spheres of our life through the prism of my life experience in the field of information technology, which at the time of this writing has exceeded thirty years. The book talks about virtual and augmented reality, artificial intelligence, big data, distributed ledger technologies and, of course, in my opinion, a very interesting and promising topic – digital immortality.

I also devoted a separate chapter to what is perhaps the most wonderful and positive event of 2019 – my speech at the world famous international TEDx conference . In this chapter, I really wanted to share my emotions with you, and I did it as much as the paper allowed.

Perhaps the most fundamental part of the first half of the book is the chapters devoted to a detailed analysis of the Strategy for the development of healthcare in the Russian Federation for the period up to 2025, the Strategy for the development of the electronic industry in Russia for the period until 2030, the Strategy for the development of information technologies of the State Corporation Roscosmos, the National Strategy for the Development of Artificial Intelligence for the period up to 2030, as well as a scientific approach to the creation of a digital center for regional management and an approach to digital transformation of the Institute of the Commissioner for Human Rights.

In addition, in the first part of the book in the chapter “New Laws of Robotics: The Shortest Chapter in History,” I invite you to fantasize a little and think about the meaning of four more new laws of robotics.

And, undoubtedly, as the culmination of the first part of the book, I invite you to read my IT forecast for technology development until 2045.

In the second part of the book, I set the task in the simplest and most intelligible language to tell the reader about the “information society” and the prospects for its transformation into a “digital society”, and also reveal the essence of the ongoing processes of “digitalization” and “digital economy” in the Russian Federation.

In this part of the book, a detailed analysis is made of the Concept for the Formation of the Information Society in Russia in 1999, the Strategy for the Development of the Information Society in the Russian Federation in 2008, the Strategy for the Development of the Information Society in the Russian Federation for 2017 – 2030, the State Program “Digital Economy of the Russian Federation” and the National Program “Digital Economy of the Russian Federation”.

The book gives a new definition to the Global Information Society and introduces the definition of ” Digital transformation of the economy . “

Attached to the end of the book is a digital economy glossary of over a hundred terms and definitions that I compiled while studying the topics in this book.
